“President Clinton has announced that he is giving $78 million to Ukraine to help close the Chernobyl nuclear reactor. At about the same time, a study by Syracuse University disclosed that the Internal Revenue Service is cracking down on lowest-paid Americans. Is there a relationship? Well, the U.S. government does not have a fountain of wealth that enables Clinton to distribute largess to foreign government officials. It must first get the money from American taxpayers. That, of course, is the job of the IRS. So, financially strapped Americans are being squeezed so that Clinton can continue being a compassionate person who gives money to needy foreign politicians and bureaucrats. Oh, did I mention that a federal grand jury has just indicted the former prime minister of Ukraine for stealing public funds?”
