“Retired Gen. Barry R. McCaffrey has come under a withering assault from his fellow officers for improper conduct during the Persian Gulf War. As detailed in an article by Seymour Hersh in the New Yorker magazine, McCaffrey is accused of ordering an attack on Iraqi forces who were either surrendering or retreating. Retired Lt. Gen. James H. Johnson Jr. is quoted as saying, “There was no need to be shooting at anybody. They couldn’t surrender fast enough. The war was over.” Maj. Gen. Ronald Griffith said McCaffrey “made it a battle when it was never one.” McCaffrey has responded by saying that the Army cleared him of any war crimes. But persons accused of drug offenses now might think twice before surrendering peacefully to U.S. paramilitary forces serving under Gen. McCaffrey’s new command as President Clinton’s Drug Czar.”
